French PM Bayrou faces another no-confidence motion

French Prime Minister  Francois Bayrou faces a fresh vote of no confidence on Monday after invoking Article 49.3 of the constitution to implement the second part of the 2025 social security budget, French media reported.

However, his government is expected to resist as the Socialist Party and National Rally refused to back the proposal, France info reported. The proposal, initiated by the La France Insoumise (LFI) party and part of the left, excluding the Socialists, will be debated in the National Assembly from 02:00 p.m.

This time it is about passing the second part of the bill on the financing of social security for 2025, i.e. the “revenue” part.

This comes after Bayrou decided to bypass parliamentary approval of the revenue part of the budget last Wednesday. Bayrou had already survived two votes of no confidence put forward by LFI and its allies last week, mainly due to the Socialists and the National Rally refusing to vote.

“Better a bad budget than no budget at all,” Socialist Party leader Olivier Faure said.

The Socialists have said they intend to bring their own vote of no confidence later, in accordance with Article 49.2 of the constitution, once the budget process is completed.

As Bayrou has already survived two attempts at a vote of no confidence in the past week, the latest motion has little chance of passing without the support of the Socialists and the Rassemblement Nationale. He is expected to retain his position when the Assembly votes on the motion later in the day.
