By 2025, China declared the country’s capacity for statistics and accounting, as well as monitoring and measuring carbon emissions, will advance, Chinese State Media reported.
Since 2016, controlling both the total volume and intensity of energy consumption has become a mandatory requirement for local government initiatives in the country’s economic and social development. For its part, Beijing has committed to a dual carbon reduction target: to peak carbon emissions by 2030 and achieve carbon neutrality by 2060.
The Chinese government intends to establish mechanisms aimed at curbing carbon intensity during the 15th Five-Year Plan period, which runs from 2026 to 2030, which will shift the focus of the mechanisms to controlling total emissions, the plan said.
According to the work plan by the General Office of the State Council released on Friday, China will include carbon emission targets in its national economic and social development programme, which aims to accelerate the establishment of mechanisms to control the total volume and intensity of carbon emissions.
Beijing will make a range of efforts to improve carbon planning mechanisms, which include setting up localised emission assessment systems, exploring early warning and control mechanisms for key industries and sectors, and improving carbon reduction management mechanisms for enterprises.
China sets out to introduce new mechanisms to facilitate the transition to controlling total carbon emissions and intensity instead of energy consumption as part of efforts to promote green and low-carbon development, according to the commitment.
