The European Parliament and Council reached a preliminary agreement on the EU reform of the electricity market structure, with the Commission welcoming the deal.
The deal will help the EU build an energy system based on renewable energy, reducing energy bills, better protecting consumers from price hikes and enabling them to benefit from the transition.
It will ensure a sustainable and independent energy supply for the EU, in line with the European Green Deal and the REPowerEU plan. The Commission proposed the reform as part of the Green Deal Industrial Plan, which would also make European industry cleaner and more competitive by providing better access to affordable fossil-free renewable energy.
The reform, previously agreed by EU lawmakers, includes revisions to several parts of EU legislation, notably the Electricity Regulation, the Electricity Directive, and the REMIT Regulation.
Based on lessons learnt from the energy crisis triggered by the war in Ukraine, the reform will bring greater price stability to both consumers and suppliers by increasing the use of long-term contracts for clean energy production and bringing more flexibility for non-fossil fuels.
