The risk preparedness plan for the electricity market in Moldova was developed by the Ministry of Energy with the support of the EU-funded project “Addressing the impacts of the energy crisis in the Republic of Moldova,” according to EU Neighbours East.
The plan is based on a national as well as a regional assessment of risks related to security of electricity supply. It identifies 31 regional energy crisis scenarios, of which 26 are relevant for the Republic of Moldova.
This is due to the overloading of low-voltage electricity networks, especially in urban areas, due to the lack or interruption of natural gas supply to final consumers during the winter period, by using electrical devices for heating.
Risks are divided into several categories related to fuel shortages, electricity market failures, malicious attacks, extreme weather conditions, technical failures, natural disasters, human factors, and others.
The risk plan also provides for transparency and consideration of the requirements of a competitive electricity market.
