France among EU nations to test new app to protect minors from online harms

The European Union is developing a prototype age verification app that will be tested in Denmark, Greece, Spain, France and Italy.

The app aims to make it easier for online platforms to comply with rules requiring the protection of minors online. The project was presented alongside recommendations for online platforms on compliance with the European Union’s Digital Services Act (DSA).

French President Emmanuel Macron also welcomed the decision, writing on social media: “This is a victory for the protection of our children. We have been working on this for years. I promise: France will not stand aside!”

The app will allow users to confirm their age (over 18) when accessing adult content online. This will help the EU combat platforms that do not comply with the DSA and provide companies with a single age verification tool instead of developing their own. The European Commission assures that users will retain full control over their personal data. The development is seen as a temporary solution that will be replaced by a European digital identity wallet, scheduled to launch in 2026. This wallet will allow citizens, residents and businesses to prove their identity when using digital services, as well as securely store and share important digital documents.

Although the DSA does not directly require age verification, it obliges online platforms to actively protect minors. This includes combating harmful content, cyberbullying, unwanted interactions and addictive interface elements. Platforms must ensure maximum privacy and security for young users.
