Iran accuses US of breaching peace framework before talks begin

Iran’s parliamentary speaker has accused the United States of violating key elements of Tehran’s proposed peace framework even before formal negotiations are due to begin, casting doubt over the viability of upcoming talks in Islamabad.

Claims of early violations

The Speaker of Iran’s parliament, Mohammad Bagher Ghalibaf, has said that the United States breached three provisions of Iran’s proposed peace plan prior to the start of negotiations.

Writing on social media platform X, Ghalibaf noted that the US president had previously described Iran’s ten-point proposal as an “effective basis for negotiations” and the central framework for dialogue. However, he said that three of its provisions had already been violated.

According to Ghalibaf, Washington failed to uphold a proposed ceasefire in Lebanon, an unmanned aerial vehicle entered Iranian airspace, and Tehran was denied what it considers its right to enrich uranium.

“The very “effective basis for negotiations” has been openly and unequivocally violated even before talks have begun,” he said. “Under such circumstances, a bilateral ceasefire or negotiations are not viable.”

Talks scheduled despite tensions

The United States and Iran announced a ceasefire overnight on April 8, with talks scheduled to take place on April 10 in Islamabad. The US delegation is expected to include Vice-President JD Vance, special envoy Steve Witkoff, and Jared Kushner, the son-in-law of US president Donald Trump. Ghalibaf will lead the Iranian delegation.

Iran’s peace proposal comprises ten points, including security guarantees against strikes, a halt to Israeli military operations against Hezbollah in Lebanon, and the lifting of all sanctions. In return, Tehran has pledged to open the Strait of Hormuz.

In March, the United States presented Iran with its own 15-point plan to end the conflict. That proposal includes provisions for reopening the Strait of Hormuz, dismantling Iran’s nuclear capabilities, and renouncing nuclear weapons.
