A nine-story building under construction collapsed in Angeles City, north of Manila, early Sunday. At least 21 workers remain missing, while rescuers say they can still hear voices from the rubble.
Collapse hits construction site in Pampanga
The incident happened in Angeles City after a strong thunderstorm swept through the area.
The unfinished building gave way before dawn. It left a large pile of concrete, twisted steel, and debris.
Authorities said 24 workers escaped or were rescued immediately after the collapse.
More than 100 rescuers, including firefighters and police, are working at the site.
The Philippine National Police and disaster-response teams are using sniffer dogs and manual digging to locate survivors.
Officials said the structure remains highly unstable. Therefore, rescue teams are moving carefully to avoid further collapse.
Signs of life under rubble
Authorities reported possible survivors trapped beneath the debris.
Rescue officials said they heard voices coming from inside the wreckage. However, they have not yet confirmed the identities of those trapped.
Officials said there are no confirmed deaths so far. However, several injured workers have already been pulled from the site.
In addition, two other people, including a Malaysian tourist, were injured when debris struck nearby lodgings.
Authorities continue to prioritize rescue over recovery. Meanwhile, engineers are assessing whether further collapses could occur.
Officials have not yet determined whether the storm alone caused the collapse or whether structural issues contributed.
