Russia prepares bill to ban childfree ideology

Russia’s Deputy Justice Minister Vsevolod Vukolov unveiled a bill banning the childfree ideology, according to Russian media.

The document, which bans purposeful refusal to bear children, was announced by Vukolov at the St. Petersburg International Legal Forum. Another draft law was introduced in the State Duma (Russian Parliament) in February 2023.

Vukolov is also in favour of creating a legislative system that would oppose all such trends in Russia. This is because Moscow has pursued an official course of increasing the birth rate and reinforcing traditional values. It has also embraced a ban on LGBT ideology, openly opposing the so-called “liberal agenda” around the world.

These laws should be worked through, promoted. And they should be tools to protect our values.

Priest Fyodor Lukyanov, chairman of the Patriarchal Commission on the Family, Protection of Motherhood and Childhood, stated that childfree was an ideology “which instils childlessness in our youth, which says that a child is not obligatory for life, and in general even hatred of children is instilled.”

Last November, Russian Senator Margarita Pavlova also stated that young people should be orientated towards having children rather than higher education in order to solve the demographic issue in Russia. According to her, the authorities need to focus on the spiritual development of youth and “revise the system of values.”
