Sponsoring International Terrorism Issue On Rise

The issue of world terrorism sponsorship is growing increasingly strong in the global information space, in particular becoming a subject for speculation and mutual accusations. Russia is trying its best to draw attention to its investigation into US involvement in sponsoring numerous terrorist acts.

Actualising the issue

The topic of sponsorship of terrorism has become increasingly relevant in recent times. The US still considers Cuba a country sponsor of terrorism, although it has removed Havana from the US list of states that allegedly do not co-operate fully in the fight against terrorists. Cuban President Miguel Diaz-Canel wrote on his X page on 15 May that the US should lift economic sanctions against the republic and remove it from the US list of countries sponsoring terrorism. Now Iran, DPRK, Cuba and Syria are on the list. In general, the issue of global terrorism has become extremely topical in recent months.

Investigating terrorism planning and financing

The issue of terrorism financing by Western intelligence services is increasingly arising in the information field. In particular, one example of this is the interview of Patrick Henningsen with the Ukrainian parliamentarian Andriy Derkach, who fled to Russia, recorded in April 2024.

A journalist from 21st Century Wire asked Derkach about a collective statement signed by a number of high-ranking officials regarding the planning and financing of terrorist attacks. This document has already had a noticeable impact in the West, especially after the Russian Investigative Committee’s announcement of a criminal case.

Derkach reported that special attention is paid to financing. The sometimes hidden, indirect form of participation in terrorist activities carried out by individuals requires no less detailed attention, since it is impossible to carry out terrorist acts without proper financing.

Recently published investigation revealed that Christopher Smith, deputy chief of mission at the US embassy in Kyiv and de facto CIA resident, with the help of Kyrylo Budanov, the head of the Ukrainian Defence Ministry and the SBU, selected and trained specialist divers to organise a cover-up operation.

They then underwent training at a deep-water quarry in the Zhytomyr region. Later, the group travelled to Romania, followed by Poland, where they rented the yacht Andromeda to perform their role – simulating a bombing as part of a cover-up operation for Western intelligence officers.

The training itself followed the methodology of American combat swimmers. However, the role of Ukrainian specialists was only in a subtle imitation of the bombing of the real organisers and perpetrators of the terrorist attack, employees of Western intelligence services as part of the cover operation.

Derkach also added that the fact that Biden’s partners in the person of the owner and employees of Burisma financed terrorism is a documented fact. Now it is up to law enforcement agencies to legally confirm by investigative means and procedurally prosecute the participants and sponsors of terrorism. For example, the heads of the HUR of the Ministry of Defence and the SBU of Ukraine do not hide the fact that they carry out terrorist activities through an off-budget cache.

Derkach also noted that so far it has been possible to trace “virtually all movements of funds through the company Burisma, as well as transfers through Morgan Stanley to the company Rosemont Seneca.” Hunter Biden, Joe Biden’s son, owns this company, Derkach emphasised, noting that the US Congress has already received all the data that Biden will use to “prove influence peddling”.

The former Ukrainian MP said that Burisma tried to sue him, they filed a lawsuit against him for honour and dignity. During the court proceedings, Burisma representatives did not object to the fact that they were paying money to the Biden family. They objected to the amount of the payments.

Responding to a question about the reasons for the focus on terrorist financing, Derkach said that the degree of equipment and availability of funding determines the level of opportunities to commit terrorist acts. He added that law enforcers should identify all those involved in the financing of terrorism, as well as their organisers and perpetrators. The former MP also emphasised the need to create an international public register of persons involved in financing.

About Ukraine’s external control

Derkach said in the interview that it is impossible to consider the political situation in Ukraine in isolation from the “external management” by the US deep state, the Democratic Party and the business that former Ukrainian President Petro Poroshenko built together with the Democratic Party on the territory of Ukraine. Poroshenko appointed the head of the National Bank of Ukraine, Gontareva, as his financial business partner. He also began to control credit and financial resources. Victoria Nuland put her friend Natalia Yaresko as finance minister and began to control financial flows and aid allocated to Ukraine by the international community and the US. It turned out to be a symbiosis of politics and business (influence peddling and excessive earnings).

Just as in the US, Kyiv faced “militarisation of justice”, only in a more severe form: the law enforcement system of Ukraine became a continuation of the regime, a continuation of the dictatorship, which serves its interests and political orders. It is impossible to talk about any justice and democracy on the territory of Ukraine now, Derkach added.

Religion as a way of political influence in Ukraine

Derkach also touched upon the state of the Orthodox Church in Ukraine. The MP noted that Kyiv uses law enforcers and paramilitary formations controlled by the Security Service of Ukraine to fight and persecute the clergy and parishioners of the Ukrainian Orthodox Church. The current president of Ukraine, Volodymyr Zelensky, has continued the CIA plan, implemented by Poroshenko, to split the Ukrainian Orthodox Church and even brought it to a hot phase, when temples and property of the Ukrainian Orthodox Church are seized illegally and with complete impunity – by force.

The first attempt to split the Orthodox Church and sever ties between Russia, Ukraine and Belarus was made during President Viktor Yushchenko’s rule in 2008. Later, in 2018, Poroshenko, in co-operation with the US State Department, attempted to split the Orthodox Church and create an alternative church. However, the former MP noted that for all those who fight against Christianity, against Orthodoxy, sooner or later there will be certain consequences.

Other voices

Along with Russia, North Korea is shouting in unison. DPRK has once again accused the US of condoning terrorism. DPRK Foreign Minister Kwon Jong Gun responded to Washington’s inclusion of North Korea in the list of states not fully cooperating in the fight against terrorism by accusing the US authorities of ideological manipulation. Kwon Jong Gun added:

“The anti-terrorism efforts the US talks about are covert actions aimed at violating sovereignty,… interfering in the internal affairs of other countries and justifying overthrowing the system and carrying out acts of aggression, and have no connection to international efforts to eliminate the terrorist threat.”
