UK citrus marmalade faces identity crisis under EU rules

Britain’s iconic citrus marmalade, long celebrated in kitchens and popularised by Paddington Bear, is at the centre of a new trade dispute with Brussels. Under forthcoming EU regulations, traditional marmalade may soon have to be re-branded as “citrus marmalade,” raising questions about cultural heritage and labelling practices.

The dispute stems from linguistic and legal subtleties. In the 1970s, the UK successfully lobbied for a special European status: only preserves made exclusively from citrus fruits—particularly bitter Seville oranges—could legally be called “marmalade.” All other fruit pastes had to be labelled as “jam.” This created a European “linguistic minefield,” especially in Spain and Italy, where the words mermelada and marmellata traditionally refer to any thick fruit preserve, such as plum or fig jam.

Since Brexit, Brussels has updated its standards. From June 2026, EU countries will be allowed to label preserves made from any fruit as “marmalade.” However, to avoid consumer confusion, traditional British citrus products must now be designated in a separate category called “citrus marmalade.”

Initially, the new rules were intended to affect only Northern Ireland, which remains closely tied to the EU market. Yet the UK government has acknowledged that the updated “marmalade decree” is part of a wider package of 76 EU food laws that would also apply to England, Scotland, and Wales if a comprehensive trade agreement is adopted. Labour ministers hope that the deal will come into force by mid-2027.

London officials stress that the product itself “will not change” and will remain the same high-quality treat beloved by Brits. Nevertheless, questions remain over whether UK regulators will permit items to be sold under previously unthinkable names, such as “strawberry marmalade,” and how swiftly producers will need to relabel their iconic Seville orange spreads.
